Currently, when sync-midstream.sh runs in the rhdh-plugin-catalog repo, if there are no changes we still get a fresh update to the workspaces/backstage/.yarn/install-state.gz file

This should be omitted from the commit payload so as to avoid these empty commits that just clutter the commit history with empty garbage.
