[QE] Test automation for template versions sending notifications

      Task for capturing the work of taking the test scenarios from RHIDP-8406 and applying them to our E2E tests.

       

      Some potential requirements might be:

      • Adding the new plugin/processor to our RHDH test deployment
      • Adding a software template that is currently on 1.0.0
      • Creating a catalog entity from the software template that is versioned
      • Updating the software template to 1.1.0
      • Ensuring that the proper users are notified.
