Improve the Catalog page experience

Acceptance Criteria

1. Add icon to the "Catalog" tab (Figma)
   1. The Backstage TabbedLayout uses MUI's Tabs component under the hood, so it supports tabProps which allows you to pass props directly to the underlying MUI Tab. We could use tabProps to add an icon to the tab title

Notes: 
In RHDH, the tabs are currently loaded by the DynamicPluginsInfoPage component.
Once we move the dynamic-plugins-info plugin to the extensions plugin, we can address this as part of https://issues.redhat.com/browse/RHIDP-8301.

The below commit has the logic I experimented with for rendering the icon on the tab
