As a developer of RHDH, I want to be able to have a catalog backend software processor that can be used to identify whenever a change has been made to a software template.

Background

As part of the initial work to capture changes to software templates, we will likely need a catalog backend software processor. This will ideally, allow us to capture when a software template has been updated.

This could potentially be done by checking if the `backstage.io/template-version` annotation has been updated.
