As part of the feature work to convert the Bulk Import plugin from directly generating PRs to calling the scaffolder template or orchestrator workflow, we will likely need some default workflow to be loaded in. This will likely be an option workflow for the user.

It will just need to include the ability to post the PR for the GitHub repository at the moment.
