      instead of "assuming we'll look up the plugin's OCI ref URL from the index in the associated plugin catalog (eg., from reg.rh.io/rhdh/plugin-catalog:1.8 )"

      we might want to support the idea of referring to a plugin as oci://my-quay/my-org/my-repo:tagOrSHA!some-plugin-reference-name

This script will need to be updated to support passing in additional plugins to be airgapped (mirrored into the cluster).
