Feature Overview (aka. Goal Summary)
This feature will allow RHDH users to select their preferred language from a list of available languages on their settings page. By default, the system should automatically detect and set the language based on the user's browser settings. This will enhance user experience by providing personalized content and improving accessibility for non-English speakers.

- Enable users to manually select their preferred language within their settings.
- Automatically detect and apply the language settings based on the user's browser preferences by default.
- Ensure a seamless user experience with language settings that persist across sessions.
Requirements (aka. Acceptance Criteria):
- The system automatically detects the user's preferred language using browser settings on the first visit.
- Users can override the automatic detection by manually selecting a language.
- A language selection dropdown is available in the user settings page, listing all supported languages.
- The selected language preference is saved and persists across user sessions.
- The user interface updates instantly to reflect the selected language without requiring a page reload.
