As an extension of what we already do on GA day, we need to now start releasing orchestrator infra charts.

So the instructions in https://gitlab.cee.redhat.com/rhidp/rhdh/-/blob/rhdh-1-rhel-9/build/helm/prepare.sh#L87-108 need to be tested to verify both charts are published as PRs.

Might also rework the instructions in https://gitlab.cee.redhat.com/rhidp/rhdh/-/blob/rhdh-1-rhel-9/build/helm/publish_task.yaml#L69-95 to move them into the prepare.sh script
