As a user of RHDH, I want to be able to access quickstart from global header

Acceptance Criteria

Add a quickstart button in global header - https://www.figma.com/design/6ORS1mhUaxeyTBjMmE95Rn/Home-page-redesign?node-id=2106-2828&t=WhFcNjRTNIRYrTGP-4
Using this button user should be able to open/close quicktstart in RHDH
Quickstart should be open automatically when the user opens RHDH the first time
Only admins should be able to see Quickstart button
Add unit tests
