Need to write some user guides:
- user guide for using the dynamic plugins export tools
- doc re responsibilities of plugin owners to:
- ensure your plugin metadata is up to date in both your source repo (b/b, bcp, rhdh-plugins, etc.) and your overlay content ... and how to do this
- update bs target / minimum versions at least every quarter (ideally with every monthly BS release)
- update overlay patches and metadata (if anything has changed)
