As an admin of RHDH / Backstage, I want an endpoint in which I can add plugins with permissions and conditional rules so that I can have the most up to date list of permissions and conditional rules without needing to restart my instance

Background

An upstream reporter is asking for the ability to add plugins with permissions and conditional rules to the RBAC backend plugin without needing to use the app config. This will require a new endpoint and database table for saving the information.
