spike: can we use the same export-dynamic-plugin command in cachi2 as upstream?

      Followup investigation from RHIDP-4014:

when building dynamic plugins we get warnings like:

[build-container : build] backstage-plugin-catalog-backend-module-bitbucket-server:export-dynamic: Last export step (yarn install has been disabled: the dynamic plugin package yarn.lock file will be inconsistent until yarn install is run manually

This reminds me that we might want to try doing the same install as upstream (without cachi2) as opposed to overriding the package.jsons to use --no-install.
