As a user of RHDH, I want to be able to perform certain actions on the installed plugins list

Acceptance Criteria

• Clicking on a plugin name should open the same side-panel that is displayed when you click on a plugin card on the Catalog page
• Row actions
  • Edit: Opens the same "Edit Plugin Configuration" form as accessed via the Actions dropdown on the plugin details side panel.
  • Download: Downloads the plugin configuration in YAML format.
  • Enable/Disable Toggle: Performs the same functionality as the enable/disable action in the Actions dropdown on the plugin details side panel (previous work: https://github.com/redhat-developer/rhdh-plugins/pull/1111).
  • Uninstall: This action should be disabled for core plugins, and display a tooltip on hover ("Core plugins cannot be uninstalled").
    • Can we identify if a plugin is a core one ?
    • Requires back-end for uninstalling a plugin
    • To check if this is achievable in 1.8 ?
