Description of problem:

Global header dropdown items not accessible by keyboard

Actual results:

When pressing the arrow keys or tab after opening the user dropdown menu by pressing enter, the dropdown items do not receive focus

Expected results:

I can use the arrow keys to go up and down the items in the global header user dropdown menu
