Create a doc outlining responsibilities for adopting a new Backstage release, including:

• Using jira workflows to create epic and child issues
• How to run the "Update Backstage" workflow in rhdh repo
• Updating and creating patches
• Coordinating with the Docs team on new Backstage features
• Working with QE/RM (or relevant teams) to document breaking changes
• Communicating when the new release has been adopted with the team
