option to skip e2e testing for things that don't require it

      We still run e2e tests for trivial changes, such as https://github.com/redhat-developer/rhdh/pull/2462/files -- it would be cool if there was a way to indentify which pulls requests didn't need e2e testing... perhaps with a commit comment like `[skip e2e]` or a comment on a PR like /skip-e2e so that things could be auto-merged more quickly when they don't require extensive testing.

      Another example:

      • commits from renovate which have this string in the commit message chore(deps): update registry.access.redhat.com – these are just base image updates and therefore we're wasting time/resources trying to rebuild stuff & run hours-long tests for trivial changes. example PR: https://github.com/redhat-developer/rhdh/pull/2485
