since the export dynamic script requires npx to run the janus-idp/cli app, we need to offline that with cachi2 via a yarn.lock.

• Need a yarn.lock with janus-idp/cli referenced and fetched by cachi2 [post-Dev Preview implementation in 1.6 or 1.7]
• then use Npx –offline-only-something to reference the previously cached cli version
