Implement filters/list of plugins to include

      In 1.5 we have the CSV https://github.com/redhat-developer/red-hat-developers-documentation-rhdh/blob/main/modules/dynamic-plugins/rhdh-supported-plugins.csv that lists all the plugins inclulded in the https://github.com/redhat-developer/rhdh/blob/main/dynamic-plugins.default.yaml

      This list will change after 1.6 as there will be more plugins than those listed in the default.yaml

      So we need a NEW listfile to include all the packages or workspaces to include when syncing from the community overlay repo into the https://gitlab.cee.redhat.com/rhidp/rhdh-plugin-catalog repo
