Custom TLS certificate trust chains should be configurable for by rhdh-local to support corporate TLS-terminating HTTP proxies using self-signed certificates.

Without custom trust chains, rhdh-local is not able to establish non-localhost connections to services RHDH requires to function and for rhdh-local to emulate a full RHDH deployment.

In OSS Backstage we did not have this issue because we were building our Backstage image from our golden base container images that already trusted the corporate self-signed certificate. Since RedHat is providing the images for RHDH used by rhdh-local we'd like a way to easily add certificates for RHDH to trust.

Describe the impact to you or the business
We do not have a working local test environment, which slows down our development cycle and limits how many developers can work on RHDH simultaneously to deliver value through the Developer Hub IDP.
