Description of problem:

• Rosa cluster 4.17
• DH operator 1.4, installed via the `fast-1.4` channel

Steps to Reproduce

1. Apply the manifest attached to this issue.

Actual results:

• 2 UI pods get started, that seem to generate a deadlock on the DB.

Expected results:

• A single pod starts.
