Description of problem:

In Mui v5, outlined buttons are missing outline, and when hover, it adds the outline which expends the button a bit wider, and it moves other components on its right.

Steps to Reproduce

1. In rhdh-plugins repo, go to workspaces/theme
2. run yarn install
3. run yarn dev

Actual results:

Expected results:

It should works as outlined buttons in Mui v4 tests.
