We typically bump up the backstage/cli versions every time we do a backstage bump but this practice may not be in place in the two upstream repos.  Since our plugins have been migrated to BS 1.32.x, we should keep the cli versions consistent instead of at a backleveled version.

There may be other areas that need to be kept align but I'm not familiar with the upgrade process to identify all of them.
