Description of problem:

During the recent updates and as e2e tests were fixed, it was discovered that the scaffolder backend module utils dynamic plugin had an issue that originated upstream. This lead to us having to disable the plugin and tests.

After the fix is made we will need to re-enabled the tests and plugin
