Feature Overview (aka. Goal Summary)

Backstage provides a feature flag feature that is not available in RHDH. 

Goals (aka. expected user outcomes)

Customers would like to be able to use the feature flag for the plugins installed in RHDH to enable/disable features.

Requirements (aka. Acceptance Criteria):

• As an administrator, I want to be able to enable or disable feature flags using the new frontend system
• As a plugin developer, I want to be able to add feature flags in my custom plugins using the new frontend system

Documentation Considerations

The documentation should explain how it works, how this can be implemented in a plugin, and how an administrator can enable/disable feature flags.
