[Doc] Fix OCP install guide to have the supported OCP range correctly listed

      has: "OpenShift Container Platform is currently supported from version 4.12 to 4.15. See also the Red Hat Developer Hub Life Cycle.", which is not valid for RHDH 1.3. Pls. check linked life cycle page.

       

      Eventually consider removing the explicit ocp version range and just keep the link to the life cycle page. This way, we might not need to update this page every release.
