EPIC Goal

The goal of this Epic is to add the Notification and supporting plugins to RHDH.

Background/Feature Origin

Why is this important?

There are a number of plugins who use the Notification services to send notifications to RHDH users.

User Scenarios

As a user of RHDH, I want to see Backstage's notifications so that I can be informed about asynchronous events from plugins and/or external services.
