https://github.com/redhat-developer/rhdh-operator/pull/188 added a GitHub Workflow in the operator repo that runs against PRs and validates the Renovate Config file. This Workflow is triggered only if the Renovate config file has changed.

As commented out in https://github.com/redhat-developer/rhdh-operator/pull/188#issuecomment-2349417589, we should do the same thing for our other repos where Renovate is enabled.
