[Test Execution] Create a OSD env on GCP and deploy and RHDH using helm and Operator

• Create a OSD  on GCP : https://console.cloud.google.com/marketplace/product/redhat-marketplace/red-hat-openshift-dedicated 
• Configure OSD.
• Deploy RHDH using HELM on OSD.
• Configure some plugins like github auth..
• Verify Application is running as expected.
