1. As a plugin author, I want to extend the homepage with additional cards.
2. As an admin of RHDH, I want to add, reorganize, and remove cards from the home page

Description of problem:

Currently, the home page is hard coded, but plugins should be allowed to extend that home page, and customers should be allowed to reorganize the home page for their needs.

Acceptance Criteria

1. Home page should load cards dynamically.
2. Plugins should be allowed to extend home page with additional cards.
3. The current cards should be loaded dynaically.
4. Admins should be allowed to customize in the app-config. It should be possible to:
   1. Reorder the cards
   2. Hide a card
   3. Resize a card
