As a user of RHDH, I want to configure the navigation so that the sidebar menu could be customizable for nested navigation items and for order of navigation items.

Background

• Currently, RHDH has a hard-coded main navigation with limited flexibility
• Dynamic plugins can contribute menu items, but with no control over order or structure

Technical enablement / Demo

By adding a "menuItems" field in the existing dynamic plugin configuration, to enable the below acceptance criteria:

• Implement a nested navigation with Admin and rbac, plugins as an example
• Add support in the existing dynamic plugin config to provide new navigation item info for the customizable navigation system and render the sidebar based on it
• Add an external plugin example in the sidebar menu
