As an admin of RHDH, I want to keep track of the number of licensed users so that I know how many people have access to RHDH

Background

The goal is to allow an admin to be able to determine the usage of RHDH based on users accessing the system.

Acceptance Criteria

• plugin should be enabled by default 
• there is an API endpint that returns list of all users username, first name, last name, email, last login time in csv format.

• there is a link in somewhere in the UI, for example in RBAC admin page to download the list of users as csv file
