Today we have an "upstream" operator (the one perviously at janus-idp/operator) at rhd/rhdh-operator, and there's a lot of "upstream" naming in it, like "backstage operator".

We should incrementally reduce the delta between the content in build/ and .rhdh/bundle so that we don't have to maintain / test two different operators.
