As a plugin developer, I want to have a nice worflow that allows me to easily build RHDH plugin container images. 

Background

Plugin registry ADR (https://docs.google.com/document/d/1gO-UQGYI8zlBnFM0RRxwd6qOqo69z-5bg_e8mzBQ78A/edit#heading=h.6uihbzfopef1) should have all the information about how the container should look like including the metadata

Acceptance Criteria

• there is a command in janus-cli that wraps the underline steps that creates the container image with dynamic plugin
• it needs to be able to put multiple dynamic plugins into one container
• there needs to be documentation describing how to use this and how the process of packaging plugin into container works
• this is POC (experimental feature) that is in development and will most like change a lot in feature
