As an developer of RHDH, I want to be able to create modules for the RBAC backend plugin so that I can load in permissions and roles from external identity and access management tooling.

Background

This story will involve the creation of the required extension points to allow for RBAC modules to load permissions and roles into the RBAC backend plugin.
