As a user of RHDH, I want to be able to configure TechDocs running in OCP air-gap.

Background

All the existing upstream documentation assumes using cloud storage like (AWS S3 and GCP Storage) with GitHub Actions. We need documentation that describes setup for OpenShift customers running in air-gapped environment.

This can be based on the OpenShift Data Foundation and OpenShift Piplines. ODF setup is partially described in https://janus-idp.io/blog/2023/06/03/production-ready-techdocs but blog post is out of date the configuration needs to be updated to match dynamic plugin setup that we have in RHDH
