Update TechDocs plugin info in Dynamic Plugins table

      The Dynamic Plugins table currently shows the TechDocs plugin as disabled by default. However, the TechDocs plugin was enabled by default in RHDH 1.1. 

       

      To resolve this issue, update the table to show that the TechDocs plugin is enabled by default in RHDH 1.1+ docs.
