As an administrator of RHDH, I want to be notified that RHDH is sending analytics to RedHat

• use the notification plugin to send the notifications
• if there are admin users (check config permission.rbac.admin) send the notification only to the admin users
• if there are not admin users, send the notification to all users (empty recipients)
• the notification is emitted by the segment-plugin
• the notification is emitted only once, after the first boot of the segment-plugin 
  • TBD how can we check that?
