Per thread with Kim, we want to be consistent with the metadata, because obvious reasons.

Looking at https://github.com/redhat-developer/rhdh-plugin-export-overlays/blob/d2a2af2590753a4853ced56d58e6aaf2d5e4d99f/docs/rhdh1.8_vs_1.9.adoc we can see a number of places where we have used one or the other value, and which ought to be more consistent.

As production is less to type it's been chosen as the preferred term for PLUGIN and PACKAGE catalog metadata.

Once the changes are merged, we should regenerate x content, DPDY, and the dynamic plugin tables to verify no unexpected changes.
