As a user of RHDH, I want to be informed on the legal notices for the usage of the Notebook feature so that I can understand the legal implications of responsibilities on using the Notebook feature

As suggested by legal (https://issues.redhat.com/browse/RHDHPLAN-382?focusedId=29129102&page=com.atlassian.jira.plugin.system.issuetabpanels:comment-tabpanel#comment-29129102), a legal notice (similar the one that we use in Lightspeed chat) will be shown at the beginning of each new Notebook session.
