Update build processes to include OCP 4.21 GA + 4.22 RC

    • RHDH COPE 3288

      Update ocp-versions.yaml to include 4.21 as a supported platform.

      See https://access.redhat.com/support/policy/updates/openshift#dates for dates

      We should remove 4.17 now as it'll be EOL on Apr 1, and when we GA 1.10, it'll have been dead for a while.

      Also need to onboard a new FBC application to Konflux.
