As a platform eng. of RHDH, I want specific the RBAC permission rules for different homepages (complete homepages or the cards on a homepage) so that I can create homepage exp. for different personas.

Because RBAC permissions was mostly defined in the Backend we should create a backend for this.

Acceptance Criteria

1. Create / Discuss the RBAC options with Rohit or within the architecture call for API alignment and to ensure this might work with NFS.
2. Create a new Homepage Backend plugin with an API that returns "the current default cards" for the logged in user.
3. Incl. unit tests for the permissions
