Create an API to manual re-sync entity metric values.

Background

This task prepare logic for future re-sync metric values button. User can use a button to manually start sync data for entity without waiting for scheduled data sync.

• Define respons object type;
• Implement logic to refresh scorecard metric data for provided entity.
