As a user, I expect to customize name and description configuration in `app-config.yaml` file for homepage aggregated scorecard cards.

Background

This feature builds on RHDHPLAN-311, which introduced a data summarization scorecard which can be added to the homepage, and data caching mechanism to collect data for display. This should be extended to be more configurable, and more actionable, taking users to see those entities which may need attention.

Acceptance Criteria

• As a administrator, I expect to have ability to customize name and description for aggregated KPI in `app-config.yaml`;
• As a user / administrator, I expect to see customize aggregated KPI on the homepage when administrator defined them;
• As a administrator, when I am not provide custom configuration I expect to have default aggregated KPI view for the homepage;
• As a user / administrator, I expect to see default aggregated KPI on the homepage when administrator didn't them;
• As a administrator, I expect that name and description are required params when I want to customize aggregated KPI for homepage.
