Task Description

The ai-rolling-demo currently uses a custom plugin in order to show a warning for the first-time users on the login page.

Ideally we should have the plugin and quay.io images under redhat-ai-dev and not a personal repo

Acceptance Criteria

• tpetkos/customized-sign-in-page is now transfered to redhat-ai-dev org and a quay.io image has been generated.
• Rolling Demo Gitops is switched to use the redhat-ai-dev oci package

upstream documentation updates (design docs, release notes etc)
