To avoid pulling the wrong OCI artifact, we need to search the metadata in the rhdh-plugin-catalog, and determine if ghcr.io refs should be changed to reg.acc.rh.com

Then the install script needs to see reg.acc.rh.com refs to images which have not YET been pushed to GA, and swap them for quay.io images so tests can pass.
