As a user of RHDH, I want to be able to select MCP Service from a control panel for my chat queries

Background

When a user opens a control panel modal on the Lightspeed UI, they are able to select the MCP Servers that can be used for chat query requests to LCORE/Llama Stack

The API should be able to accept the MCP Server Name, MCP Server endpoint and token key.
