Task

• fork the https://github.com/konflux-ci/build-definitions/blob/main/task/buildah-oci-ta/0.8/buildah-oci-ta.yaml#L1241-L1247 task to allow disabling source and prefetch content
• use that form in our package export pipelineruns
• get prodsec approval to use custom task for the next year (or until a version of buildah-oci-ta task supports override booleans)
• create a POC
