As a user of Backstage, I want to have a MCP tool that able to List Registered Scaffolder Actions

Background

Given an MCP client requests available capabilities, When the tool scaffolder_list_actions is invoked, Then return a comprehensive list of all installed Scaffolder actions. And include the input schema for each action so the AI client understands required parameters and types.
