As a user of RHDH, I want the Lightspeed Notebooks plugin to verify that "lightspeed-chat" is installed and active, so that the platform remains stable and I receive clear feedback if a required dependency is missing, rather than experiencing a UI crash.

Background

The lightspeed-notebook plugin relies on functionality provided by lightspeed-chat. Currently, if the chat plugin is missing, the application may be unstable. We need to implement a dependency check at both the backend startup and frontend rendering stages. Finally, if the user tries to use ightspeed-notebook without lightspeed-chat, it should error out gracefully.
