[Helm] Deploy the new ImageStream manifests by default but make it possible to opt-out

      Once the ImageStream manifests are added to the Helm Chart templates, they will be deployed by default. This will work OOTB for OCP (similar to the Route template), but will fail on non-OCP.
      We need to make it possible to explicitly opt-out by adding a new field in the default values file.
